Wouldn't water in the atmosphere and cold create higher barometric pressure, Why is is the opposite?

I would've thought that cold condenses creating higher pressure as opposed to expansive heat. Also water in the atmosphere is heavy. I suspect it is atmospheric motion similar to the low pressure on the upper face of an airplane wing, but I'm not sure.
